Why is Afghanistan captain Rashid not leading against India despite being in T20I squad?

Afghanistan on Saturday named 19-man squad for upcoming T20I series against India. Afghanistan's regular captain Rashid Khan is in the squad, but Ibrahim Zadran has been named captain. Afghanistan Cricket Board explained that Rashid has been included in the squad but he might not feature in any match as he is still recovering from the back surgery he recently underwent.
